Involuntary resettlement

Completed consultancies and other assignments on involuntary resettlement include the following:

Inspection Panel, The World Bank, TSDP, Uganda – (2016) providing expert advice to the Inspection Panel on issues related to land acquisition and  involuntary resettlement raised washingline2by requesters who identified harms linked to the upgrading of the Kamwenge to Fort Portal Road in Western Uganda. The issues raised in the request refer to problems identified with the compensation, the assessment of impact, the effect of the construction and resettlement on vulnerable populations, and grievance redress. The final investigation report was published in August 2016 and resulted in a comprehensive Action Plan to address the shortcomings identified.


International Resettlement Expert – The Inspection Panel of the World Bank, Power Development Project, Sindhuli , Nepal advising the Panel of resettlement and wider mcdowell_sindhuli_Nepal.jpgsocial issues relating to land acquisition and resettlement as a consequences of the construction of the Khimti-Dhalkebar Transmission Line . Providing expert opinion and analysis of the resettlement  issues to assist the Panel in its assessment of the adequacy of Project design, appraisal and implementation in relation to the Bank’s applicable operational policies and procedures, including OP/BP 4.12 Involuntary Resettlement, OP/BP 10:00 Investment Project Financing, OMS 2.20 Project Appraisal, and OP/BP 13.05 on Project Supervision. And further to investigate the Requesters’ claims about harm and provide expert opinion about the Bank’s actions in light of Bank policies and procedures with respect to the issues raised.


International Resettlement Expert – The Inspection Panel of The World Bank, UESPII Ghana advising the Panel on resettlement and wider social issues relating to the IMG_1043construction of a sanitary landfill site. Providing expert opinion on the adequacy of Project design, appraisal and implementation in relation to the Bank’s applicable operational policies and procedures, including OMS 2.20 on Project Appraisal, OP/BP 4.12 Involuntary Resettlement, the World Bank Policy on Disclosure of Information and other applicable Bank operational policies and procedures.  Reviewing for compliance with the Bank’s obligations under OP/BP 4.12 the preparation of a RPF prior to the approval of Credit, and the condition of the Credit Agreement requiring the submission of a Resettlement Action Plan (RAP) before the commencement of works. Reviewing for adequacy and consistency with applicable Bank policies and procedures the consultation process during the design phase with affected, the consistency of RPF and the RAP with the requirements of OP/BP 4.12.
