Georgetown University/UNHCR Advisory Group on Environmental Change and Planned Relocation – Christopher McDowell was a member of the advisory group on planned relocation which has sought to enhance understanding of the conditions under which planned relocations may be undertaken to respond to the effects of climate change and situating this specific type of movement within the broader context of mobility induced by environmental change. He has provided expert input into the development of practical tools on planned relocation and will be involved in a May 2017 consultation with States to review Guidance on Protecting People through Planned Relocations.
UNHCR, IOM Evaluation of the UK Government’s Syrian Vulnerable Persons Resettlement (VPR) Programme (completed February 2017) – Christopher McDowell was the lead researcher on an independent UNHCR-funded evaluation of the UK Government’s Syrian refugee resettlement programme which seeks to resettle 20,000 refugees from the Middle East region by 2020. Interviews were conducted across the UK with refugee families, local authorities and delivery organisations to assess the effectiveness of the programme and the integration trajectories of refugee families. The Report, Towards Integration, was published in September 2017.
Internal Displacement Monitoring Centre (IDMC), Norwegian Refugee Council, Non-Conflict Displacement – consultancy to explore the comparative advantages of expanding the scope and focus of IDMC’s work on internal displacement with the aim of helping
IDMC make an informed decision about whether or not to broaden the scope of its monitoring and advocacy activities to include “non-conflict displacement”. An expanded version of the final report was published as “Displacement Beyond Conflict: Challenges for the 21st Century”, Oxford: Berghahn Publishers (2010). “A much needed and valuable clarification of the complex legal, political and humanitarian dimensions of forced displacement” Kate Halff.
